Arkansas Court of Appeals Affirms Summary-Judgment Order in Favor of Jefferson County: Jefferson County, Arkansas - March 13, 2025 - A significant legal victory confirmed by the Arkansas Court of Appeals on March 12, 2025, upheld Jefferson County's position in the long-standing legal dispute with the City of Pine Bluff over detainee housing fees.

This lawsuit, stemming from disagreements on the financial responsibilities related to housing detainees at the W.C. "Dub" Brassell Adult Detention Center, has been a matter of crucial financial and operational concern for Jefferson County. The Appeals Court's decision affirms the summary judgment from the Jefferson County Circuit Court, recognizing the legality and applicability of Ordinance No. 2020-154. This ordinance mandates a daily fee for the housing of municipal detainees, ensuring that the financial burden is shared fairly and that our facilities are adequately funded.

The court has confirmed that no existing agreement countermands the ordinance passed by the Jefferson County Quorum Court, allowing the county to charge $30 per day for each detainee from the City of Pine Bluff. This decision not only secures the financial footing necessary for the continued operation of our detention facilities but also clarifies the responsibilities of municipalities within Jefferson County.

"This decision is a testament to the principled stance we have maintained throughout this process. It underscores our commitment to ensuring that justice and fiscal responsibility prevail," stated Sheriff Woods.
